Vi, de undertegnede, er medlemmer av komitéen SN/K185 i Standard Norge. På komitémøte 28 februar ble det dokumentert at de norske kommentarene til OOXML stort sett ikke er tatt hensyn til og det var et solid flertall for å beholde Norges nei-stemme til OOXML. Likevel bestemte ansatte i Standard Norge i etterkant av møtet å endre Norges stemme til ja. Det er overraskende og skuffende at Standard Norge overkjører en faglig sterk komité i denne saken.

I "Referansekatalog for IT-standarder i offentlig sektor", publisert 20.12.2007, står det:

Dokumentformatet OOXML er besluttet satt under observasjon i påvente av at standarden justeres slik at den kan regnes som åpen.

Som komitémedlemmer har vi vurdert OOXML-formatet, både før og etter justeringer. Vi mener OOXML har svakheter som gjør det uegnet som utvekslingsformat i offentlig sektor, uansett om det er en ISO-standard eller ikke. Spesifikasjonen er umoden og ufullstendig, samtidig som den er unødvendig komplisert. Dette gjør det vanskelig, om ikke umulig, for andre å utvikle programvare som leser og skriver OOXML-filer på samme måte som Microsoft Office.

Vi mener også at verdien av en standard er høyere jo flere som kan enes om den. Å ha to overlappende standarder i Referansekatalogen vil redusere verdien av Referansekatalogen.

Vi ber derfor at OOXML ikke tas inn i Referansekatalogen.

How were Norway's OOXML comments handled?

In the first vote on the proposed OOXML standard in 2007, Norway voted No and submitted twelve technical comments that would have to be addressed before the Norwegian vote would change to Yes. This document lists the Norwegian comments and the resulting outcomes. In summary, nine of the twelve comment were not addressed (1, 2, 3, 4, 6, 8, 9, 11, 12), two were partially addressed (7, 10), and one was fully addressed (5).
